Shams-ul-Mulk is not politician but appointed as caretaker chief minister of the North-West Frontier Province of Pakistan in duration between October 11, 2007 to March 30, 2008 for the period of six months.

Some people are so special that they are difficult to forget and if they have served the nation with the best of their capacity, their names are written in the book of history with golden words. Shams Ul Mulk was one of them. Being a man of great power and authority he had always realized the problems of others (which the others don’t do). His services for government employees, especially for Civil Secretariat Employees Khyber Pakhtunkhwa are unforgettable. In 2008, when he was the caretaker Chief Minister of Khyber Pakhtunkhwa, he announced the allotment of plots to civil secretariat employees in a well known housing scheme Regi Lalma Model Town. He announced the allotment of 1502 plots of five Marla to the employees of BPS 1-10 and 800 plots of ten Marla to the employees working in BPS 11-16. The Civil Secretariat Employees community highly appreciated his act of kindness. Besides this housing project, he tried his best to pay for the valuable services rendered by the govt. employees.

Shams Ul Mulk graduated in engineering and joined the NWFP PWD (Irrigation Department).  In 1959, he became the Managing Director of WAPDA. Latter on he served as the  Chief Engineer/ General Manager  Terbela Dam Project and General Manager Kalabagh Dam Project in 1987.

After all Shams Ul Mulk is still popular among the Civil Secretariat Employees for the allotment of plots and solving the urgent financial problems that had been among the top priorities of Civil Secretariat Employees. Civil Secretariat Employees still remember him as their only well-wisher and a man of principles. Most of Civil Secretariat Employees have many problems and after him the allotment of plots to remaining employees is still pending. He has done a lot in his 3 months period whatever the other could not do in their whole time. Most of the Civil Secretariat Employees still believe that the allotment of Regi Lalma Model Town’s plots and many other neglected problems might have not been so complicated and neglected if he would have been among the top authorities.
