Muhammad Anwar khan Banvi President Khyber Pakhtunkhwa Civil Secretariat Private Secretaries, Personal Assistants and Stenographers’ Association addressing the gathering said that the employees had tried to resolve their issues through negotiations, but some bureaucrats were blocking their way by complicating the issues. He also stated that, the Chief Minister and Chief Secretary had always assured them of taking steps on their demands.
Enumerating their demands, Muhammad Anwar Khan Banvi called for expulsion of all employees of different attached departments from the Provincial Secretariat brought in in garb of technical staff.. He said services of contract employees of the secretariat should be immediately regularized like those of regular cadres. He demanded up-gradation on the analogy of audit and accounts employees for the Assistants and Stenographers of Civil Secretariat.
He further added that the employees had sought conversion of 10 per cent quota of Provincial Management Service (PMS) into 20% promotion quota for secretariat employees only. He said that the senior superintendents and private secretaries should be promoted on acting charge basis on vacant posts under 10 per cent quota applicable since 2007.
He further demanded clearance of all pending house subsidy cases along with TA/DA allowances of employees, which had been withheld for last two years.
He also called for proper posting and Creation of posts of Private Secretaries (BS-16) with Governor/Ex-Governor/CM/Ex-CM/Senior.Ministers/Ministers/Advisors/Special Assistants to CM/CS & ACSs/Secretaries/Special Secretaries & Additional Secretaries. He also demanded promotion quota for Class-IV employees and proper uniform for drivers of secretariat.
Muhammad Anwar Khan Banvi called for issuance of plot possession letters to employees who had deposited all installments in Regi Model Town Zone-II and V and allotment of plots to deprived employees under special dispensation package.
He also demanded increase of 33 per cent quota for matriculate class-IV employees of secretariat on junior clerk position.
On the occasion Mr. Rafaqat Ullah President Drivers Association Spoke on various demands of solving drivers’ problems, he also demanded enhancement in uniform and over time allowance. He appraised the factual position of driver’s duty and stated that drivers perform their services for the officers from dawn to dusk.
Abbas Khan President Assistants and Clerks Association and also the General Secretary of ECC narrated their efforts in the fulfillment of their demands but due to uncooperative attitude of officers in the helm of administration , the situation has moved from bad to worse .
The Chairman ECC Javid Khan Khalil (President Class-IV Association) addressed the Civil Secretariat Employees and said that the Provincial Government failed to solve the genuine demands of the secretariat employees despite peaceful protest. He announced complete pen down strike in the Civil Secretariat Khyber Pakhtunkhwa for tomorrow 26 of April 2011. During the protest a large number of print and electronic media representatives were present to cover the proceedings.
After discussing the problems of the government servants one by one by each representative of different Associations, they declared that the procession will move from C&W Secretariat upto the main gate of Secretariat. Accordingly the procession moved upto main gate of Civil Secretariat, prayers was offered and announcement for complete pen down strike was reiterated for 26.04.2011. Also it was announced that day to day action plan will be given to the Government servants in the days to come.
